Tilla Leona Hughes was born on December 20, 1869 in West Farmington, Ohio, the fifth of six children. She graduated from Jefferson High School in 1888. On July 2, 1899, she married George Oliver Neff (born February 17, 1863; died February 11, 1947; buried in West Austintown, Ohio).

Tilla worked for the Cleveland Plain Dealer for many years. She was the original genealogist for this Hughes family, and established the first links from her grandfather, Ira Hughes, forward. She lived in Lakewood, Ohio, at the time of her work on the genealogy.

According to the Social Security Death Index, Tilla died in Cleveland, Ohio, in August 1972. She was nearly 103 years old! (SS# 297-40-4128, issued in Ohio in 1962)
